Ground effect only works to a height equal to the wingspan of the airplane. For a wingsuit, you'd have to be within 4' of the ground to get any effect.

In spite of popular belief, it doesnt cost the tax payers any extra to save a base jumper. The norwegian rescue helicopters are given a certain amount of flight hours a year to be spent on either training or real missions. the only difference a basejumping accident makes is how many hours goes to training and how many goes to real missions.
