Why not build a VERY large Hoffman Apparatus, put it at the ocean's edge, hook the Hoffman Apparatus up to many photo voltaic cells to separate the ocean's saltwater into H2 and O2, collect the O2, run the H2 into a combustible engine (to power something) and then collect the exhaust which would be fresh water (H2O)?
