im a irish dancer, the arms are used, in things like formation dancing but its mostly about posture, helps keeps balance

I think it had to do with the church. Before, they danced using their arms and hands and everything, then the church stepped in and said they could only dance with their feet, and that moving the rest of the body was inappropriate... that's how I heard it anyway! =)
